Stephen Flattery, 52-year-old Head of Hertfordshire OCG, Faces Fraud and Perjury Charges

Flattery an unemployed male formerly of Woolgrove Road, Hitchin, and the alleged head of a Hertfordshire Organised Crime Group (OCG) whose raison d'être is to commit criminal trespass, fraud, forgery, theft, perverting the course of public justice, and perjury, appeared for a second time on 10th April 2024 at Westminster Magistrates’ Court.

He was unrepresented and faced six counts of Fraud by False Representation and one count of Perverting the Course of Public Justice in an attempt to defraud and mislead investors, courts, and police that he had a lawful claim on the Hitchin property.

The OCG led by Flattery used fraud and forgery to criminally trespass on the Woolgrove Road, Hitchin property, which is legally owned by an overseas trust company and was thought to be abandoned.

Having sold and distributed drugs from the residential address, the OCG hatched a plan to fraudulently acquire the property.

They filed fraudulent notices and statements with HM Land Registry using stooges and affiliate gang members recruited to advance the fraudulent scheme in a naive attempt to take advantage of the land being designated by HMLR as unregistered.

This was uncovered in a trove of evidence held by the HMLR Registrar.

The fraud unravelled when OCG stooge John Dolan died in June 2021, and evidence surfaced that the OCG had registered a company called Shearson Lemond Limited, which operated from the property and had loaned £250K from an overseas loan company, using the property as collateral without permission or the intent to repay the loan in a pre-meditated and sophisticated fraud.

The court heard that Mr Flattery and OCG stooge Odette Trimble Holcup forged an Assured Shorthold Tenancy Agreement (AST) that was so obviously fraudulent, containing agreement and tenure dates that showed overwhelming acts of fraud and forgery.

The court heard allegations of professional negligence, gross misconduct, and bias as some of the adjectives used to describe Hertfordshire Police Chief Constable and Detectives DS Anna Luxon, DC Sian Beames, and DC David Quinn. At the relevant time, they made fraudulent representations in witness statements and court notices in an attempt to pervert the course of public justice against an innocent man framed by the OCG and Mr Flattery, aided by a narrow, unprofessional, and negligent Herts Police investigation.

Allegedly corrupt officers Luxon, Beames, and Quinn each submitted witness statements indicating no concerns about the bogus AST presented by Flattery as a legal and binding agreement, which he claimed was produced by Mr Dolan a year before he allegedly told investigating authorities that he had actually met Mr Dolan.

Despite having sight of the forged, misjudged, and fraudulent AST, the allegedly corrupt officers Luxon, Beames, and Quinn each attested in written statements that no concerns or suspicions of criminality arose—a fact which speaks to professional negligence at best and corruption at worst.

The officers are alleged to have engaged with the OCG leader, who is the sole beneficiary of the property due to his criminal activities, in which he shamelessly moved his partner and children into the property without fear, due to the protection the Detectives of Hertfordshire Police afforded him.

Police Corruption?
Remarkably, at his first appearance at Westminster Magistrates' Court on 27th March 2024, when most defendants attend with a lawyer for the first time, Mr Flattery attended with DC Beames acting as a pseudo-solicitor and legal advisor, such was the influence the OCG leader had on Hertfordshire Police Officers.

In successful legal proceedings brought by the legal owners of the property, Mr Flattery, despite being a criminal and illegal trespasser and the head of an OCG, influenced corrupt Detective David Quinn to attend a possession hearing and fraudulently record what he heard to use later in an attempt to frame an innocent man and litigator brought in to expose the OCG and their identities.

Furthermore, unbeknownst to Detective David Quinn, his witness statement designed to pervert the course of public justice is at odds with the truth.

The hearing at the County Court at Luton, sitting at Stevenage Magistrates’ Court on 21st May 2021, was presided over by District Judge Waring, who will be called as a witness to challenge the corrupt officer’s version of her Order.

The OCG led by Mr Flattery has demonstrably shown its influence over corrupt and willing officers.

Possession Order
Financial Fraudster News has uncovered evidence that even when Marstons, High Court Enforcement Agents executing a Writ of Possession for the legal owner of the property to remove the OCG member, Mr Flattery was able to call directly on his mobile phone to either DS Luxon or DC Beames, who intimidated the High Court Enforcement Agents while they were carrying out their lawful duty.

Later, in ex-parte communications to Master Davison on 20th March 2024, sitting at the King's Bench, High Court, London, the corrupt DC Beames and Mr Flattery submitted fraudulent representations that the lawfully obtained Writ of Possession was in fact fraudulent. This was done to induce the Master to stay the lawfully obtained execution, thereby committing an act intended to pervert the course of public justice and successfully and unwittingly involving Master Davison in a criminal act.

The seemingly astonishing conduct of corrupt police officers aiding and abetting a fraud orchestrated by an OCG, who provided a forged and fraudulent AST to convince incompetent officers of a lawful right to stay at the Woolgrove Road, Hitchin property, must be investigated by the police watchdog, the IOPC, and brought to the wider public’s attention.

On 10th April 2024, Westminster Magistrates’ Court heard Mr Flattery’s criminal conduct expressed in the seven counts he now faces, in submissions made by Prosecuting Counsel, Clarissa Rodio. The District Judge remitted the charges to be heard at the Crown Court at Peterborough on 8th May 2024.

Mr Flattery was granted conditional bail with strict conditions that he cannot attend the Woolgrove Road property, not contact employees of the legal owner of the property, and not contact employees of the private prosecutor.

Financial Fraudster News investigations crime contributor and former Metropolitan Police Senior Economic Crime Investigator, Robert Smith, said, “I have followed this case for several years and have assessed the report filed… Again, having considered the new information alongside the existing case file, the facts confirm high levels of collusion between Hertfordshire Police Detectives who have seemingly aided and abetted an organised crime group at will. Over many years, under the nose of several senior detectives, they have seen an assured tenancy agreement purportedly allowing a criminal suspect identified as Stephen Flattery, a senior member of the OCG, to live rent-free in a residential property.

The document is fake, defective, and forged at first sight… The most compelling feature is that Mr Flattery has stated in a previous witness statement that he first met the bogus landlord he created, who featured in the AST, in December 2020, but the disclosed AST itself is dated 14th January 2019... Several experienced detectives, including DS Anna Luxon, DC Sian Beames, and DC David Quinn, all of Herts Police, are recorded as confirming to have seen the bogus AST, which showed an unprofessional and extremely negligent level of detective work that could amount to gross misconduct and has led to criminal charges against Flattery in a private prosecution which could extend to each officer.

DC Sian Beames wilfully verified a statement of truth that the bogus landlord had created the bogus AST in December 2020, when the agreement she had read was dated 14th January 2019, in order to pervert the course of public justice. At a first hearing on 27th March 2024 at Westminster Magistrates’ Court, Mr Flattery, facing seven counts of fraud by false representation and perverting the course of public justice, attended with DC Sian Beames instead of a solicitor.

Evidence is purported to exist of further offending jointly by Mr Flattery and DC Sian Beames, who are both alleged to have made a series of fraudulent representations to Master Davison of the High Court King’s Bench Division, stating that the fraudulent AST gave Mr Flattery a legal right to reside at the property, and that a lawfully obtained Possession Order by the legal owners of the property was in fact false. The seemingly deep infiltration by an OCG member who has the ability to influence Hertfordshire Police Detectives is, on its face, incredible but factual.

The prosecution of Mr Flattery will reveal the reach of his OCG network within Hertfordshire Police. Mr Flattery, head of the OCG, is the Crown Prosecution Service's main witness in an allegation based on the same evidence that he now faces seven counts in an indictment that includes fraud by false representation and perverting the course of public justice. CPS lawyer Andrew Sarkany, who authorised Hertfordshire Police to bring charges against an innocent man, gives rise to the question of how Mr Sarkany arrived at the charging decision.

Documents shown to Financial Fraudster News reveal that the evidence now relied on [which is now subject to criminal sanctions] met the evidential stage of the full code test set out in the Code for Crown Prosecutors... It is now incumbent upon the Hertfordshire Chief Constable to get a grip and root out corrupt officers where they are found in his police force. Collusion with members of an OCG simply undermines the public’s faith in the police and the criminal justice system of England.”
