Financial Fraudster News investigations can reveal from documents seen that the Hertfordshire Chief Constable is facing allegations of corruption following an audacious attempt to pervert the course of justice by using officers in his employ based at Stevenage Police Station to arrest employee(s) and contractor(s) of the company who brought civil action in negligence against the Force.
A bogus investigation led by corrupt Detective Constable David Quinn aided and abetted by discredited Metropolitan Police officer identified as Trainee Detective Constable Kirsty Rees following her failed attempt to allegedly frame an innocent suspect.
FFN investigations has seen Court documents that reveal the true extent of the Hertfordshire Chief Constable’s corrupt practises and misuse of Police resources in a matter concerning Cheryl Plummer LP a private equity company and owner of UK property and assets including a residential property in Woolgrove Road, Hitchin, that is occupied by a criminal trespasser and fraudster identified as Mr Stephen Flattery who is believed to be part of an organised crime group or OCG who attempts to reside illegally in the property in Woolgrove Road, Hitchin; purportedly despite a High Court Order made earlier this year.
A Cheryl Plummer LP spokesperson stated “...our parent company assigned all rights to us [Cheryl Plummer] when we studied documents and investigated matters using our private investigators, we found the state of affairs that led only to one conclusion, Police corruption!..
We found Hertfordshire Police turning a blind eye to criminality by allowing a man known as Stephen Flattery who despite criminally trespassing on land owned by us [Cheryl Plummer LP] then to fraudulently submit to Her Majesty’s Land Registry that he was the beneficial owner of the property before breaking and entering the property while damaging and making significant substantial alterations to the property without seeking permission from Cheryl Plummer LP or its predecessors…even when our parent company took successful civil action against Mr Flattery which led to a Judgment award from the Courts and in the pursuit of a Possession Order which resulted in a corrupt Police Officer identified as Detective Constable David Quinn who actually attended Court as a legal adviser to the criminal Flattery…”
The spokesperson added “…we [Cheryl Plummer LP] and [Assignees] immediately conducted an investigation and knew a corrupt Police Officer(s) were involved…we took the matter to the High Court and submitted robust claim against Mr Flattery identifying his role in an organised crime group who attempted to defraud HM Land Registry and the owners of property…the overwhelming evidence before the Court was evidence that Mr Flattery knew better and chose not to defend the claim in the proceedings as a result a Judgment award in excess of £139,000 was made against him…to prevent a Writ of Control and Possession being excused he fraudulently told the Court that he had moved to an address in Borehamwood…"

FFN investigations can reveal from Court filings that Cheryl Plummer LP has brought civil proceedings against the Chief Constable of Hertfordshire Constabulary for negligence in turning a blind eye to the criminal conduct of Stephen Flattery that has resulted in substantial loss for Cheryl Plummer LP the owner of the property.
Weightmans Solicitors acting for the Chief Constable of Hertfordshire Constabulary filed an Application for an extension of time to file a defence on 20th May 2022. His Honour Judge Gerald sitting at the County Court at Central London granted an extension of time for filing a Defence. In a dramatic turn of events, the Chief Constable of Hertfordshire Constabulary affect the false arrest of an unnamed consultant employed by Cheryl Plummer LP in an attempt to pervert the course of justice and to avoid the Court’s scrutiny of the negligent and systemic corruption that led to the civil action.
Furthermore a spokesperson for Cheryl Plummer LP stated “…we employed an independent contractor named Mr Windykyds [not his real name] in our litigation team who were tasked with building our case…he was arrested on 14 April 2022 by Hertfordshire Police, in documents provided by Mr Windykyds lawyers, that state the two bogus allegations; firstly, it is believed that Mr Windykyds purporting to act on behalf of Tuscany Trust Holdings Trustees have made fraudulent representations for a course of civil litigations which would allow him to make significant financial gain for himself or another and/or expose the victim, Stephen Flattery to potential losses in excess of £141,000. These false representations are in respect of potential loss of revenue from Woolgrove Road, Hitchin which he was not entitled to claim for”…it stated secondly; “it is believed that Mr Windykyds, purporting to be or act/acting on behalf of Cheryl Plummer, have made fraudulent representations through a civil claim which would allow him to make a significant financial gain for himself or another and/or expose the victim, Hertfordshire Constabulary to potential loss of income from Woolgrove Road, Hitchin which he was not entitled to claim for.” “…we have read the allegations and the particulars which pre-dates our recent legal victory against Mr Flattery who astonishingly seeks to subvert the civil justice system.”
Cheryl Plummer LP’s spokesperson continues “…we are shocked by the abuse of position and the corrupt practices employed by the Chief Constable of Hertfordshire Constabulary and his employees who have acted like an organised crime group to further a corrupt and deceitful practice of abusing his powers and misusing public funds to subvert the course of justice by falsely arresting and imprisoning our contractor and to unsuccessfully attempt to circumvent the civil justice system when facing a claim of negligence and aiding and abetting Mr Flattery’s criminal conduct… our extant claim against the Chief Constable of Hertfordshire Constabulary is a live matter and on 20th May 2022 His Honour Judge Gerald sitting in the Central County Court London made an Order based on the Chief Constable of Hertfordshire Constabulary’s own Application dated 4th April 2022 for more time to file a defence to our claim, when in fact he tried to arrest his way of the matter under the misguided belief our contractor acted criminally when at all times he knew Mr Flattery personally faces and Order for £139,000 plus interest accruing daily since 13th December 2021 and who also faces eviction as a criminal trespasser and the Chief Constable of Hertfordshire Police faces a claim for aiding and abetting criminal conduct and negligence.
FFN investigations has seen Court papers showing Cheryl Plummer LP’s High Court Judgment award from a successful claim against the fraudster Stephen Flattery and the recent Order made by His Honour Judge Gerald at Central London County Court made on 20th May 2022 that confirms systemic misconduct and criminality by the Chief Constable of Hertfordshire Constabulary in a joint enterprise with Stevenage Police Officer, Detective Constable David Quinn.
FFN investigations asked FFN contributor and former Metropolitan Police fraud Detective, Robert Smith to assess the report file, he stated, “… I have considered the file and in conjunction with several report files there is little doubt that an arrest of an employee/contractor of a company bringing a civil action against in this case, the Chief Constable of Hertfordshire Constabulary is troubling. Moreover after carefully considering all available information, I determined that the investigation and the arrest of Cheryl Plummer LP’s contractor is baseless, the evidence shows that Stephen Flattery is a criminal trespasser and the law supported by Court records has determined the true owner of Woolgrove Road, Hitchin, Hertfordshire being Tuscany Trust Holdings Trustees prior to the Assignment of the property’s ownership to Cheryl Plummer LP a subsidiary company following proceedings held in late 2021 and early 2022 at the High Court in London… through my sources, I have been able to establish that Detective Constable David Quinn conducted the investigation that quite frankly is defective for lack of accuracy and unprofessionalism. No investigator would allow such poor evidence to be made available that can be pulled apart like a cheap suit… the facts in each of the two allegations are a false and misleading narrative designed to give the appearance of dishonesty and simply are not credable.
Taking each in turn, the allegation that Mr Flattery is a victim of crime is for the birds as the highest civil court in the land has determined that Mr Flattery is liable for substantial damages following proceedings brought by Cheryl Plummer LP. The failure by DC David Quinn to even carry out the most basic level of investigation gives credence to lazy detective work and unprofessionalism, notwithstanding his extremely dubious relationship with Mr Flattery and the abject failure to investigate the findings the High Court upheld regarding Mr Flattery’s criminal conduct in the first instance... on close scrutiny of DC David Quinn’s failure to identify that Cheryl Plummer LP is a company incorporated in England and Wales and was not a natural person is a shocking oversight and is compounded by the fact that the limited partners are in fact Tuscany Trust Holdings Trustees and Whiting Timmis and Partners, shows incompetence and the lack of experience or sheer incompetence... in light of the ongoing civil action brought against Cheryl Plummer LP, against the Chief Constable of Hertfordshire constabulary the authorisation of the arrest of a contractor for the party bringing the claim is quite simply an abuse of position and misuse of public funds amplified by the evidence from Court filings that showed that the Chief Constable of Hertfordshire Constabulary on 4th April 2022 made an Application to extend the time allowed before filing a Defence to the claim brought by Cheryl Plummer LP in which he thought he could arrest his way out of the claim… Having considered the facts before me, I arrive at one conclusion that a crude attempt had been made to pervert the course of justice… the contractor that was arrested has a very strong case for false arrest and imprisonment against the Chief Constable of Hertfordshire Constabulary… I do not mince my words when I say the conduct of Hertfordshire Police and some of its officers amount to gross misconduct in public office… it is notable that no charges were brought against the arrested person who in fact is the real victim…”
FFN investigations has seen evidence that alleged corrupt Metropolitan Police Officer Kirsty Rees a Trainee Detective Constable who has featured in previous articles about Metropolitan Police corruption, worked closely with Detective Constable David Quinn of Hertfordshire Constabulary to effect the false arrest and imprisonment of an innocent man without lawful cause to do so by promoting irrelevant, false, and baseless evidence as fact.
