FINANCIAL FRAUDSTER NEWS Investigations can reveal that on 30 March 2022 Justice Secretary, Dominic Raab announced a package of landmark reforms designed to restore public confidence in the system, including a tougher Parole Board release to ensure prisoners who still pose a risk is still kept behind bars.


The most dangerous offenders – murderers, rapists, terrorists and those who have caused or allowed the death of a child will also now face ministerial scrutiny including a new power to block their release in the interest of public safety.


Where the Parole Board cannot confidently say the prisoner is safe to leave prison, they will refer the decision to the Justice Secretary, Deputy Prime Minister, Lord Chancellor. The Secretary of State for Justice, Dominic Raab MP, said; “through our parole reforms, we will stand up to the right of victims and make public safety the over-riding factor in deciding on parole decisions.” He continued, “that’s why we are changing the criteria for release, putting more people with law enforcement experience on the Parole Board’s panels, and adding a ministerial check on release of the most serious offences." The package of reforms announced will strengthen the law to ensure that the parole system puts the emphasis firmly back on public protection.


But with the news broken by Financial Fraudster News earlier this month, of an organised crime group or OCG operating through Hendon Probation Service, North London, that identified civil servants employed by the Ministry of Justice and National Probation Service who sought to undermine the package of reforms and the criminal justice system by submitting fraudulent Recall Reports against innocent individuals rebuilding their lives post release.

 

The extent of the damage caused by prominent members of the OCG and employed by the National Probation Service were identified as Jane Carpentieri, Diane Russell and Koreen Logie who knowingly conspired together to cause or expose a former unnamed prisoner to further undue and unlawful punishment in breach of the law and his human rights while giving little or no regard to the Human Rights Legalisation a public authority is bound by, by submitted the fraudulent Recall Report which could result in jail sentences for members of the OCG.


Financial Fraudster News Investigations can reveal that at least one victim of the OCG is considering taking a private prosecution against the individual members of the OCG who have shamed the National Probation Service.


Despite shocking news of criminal conduct, by the corrupt National Probation Service staff led by the overriding department, the Ministry of Justice and Mr Raab, and his conduct is a blatant attempt to undermine the public’s faith in the criminal justice system.


Mr Raab hopes the reforms will also restore confidence in its work and put public safety at the heart of every parole decision. Mr Raab will hope that the incident is an exception to the rule.


The Parole Board will trial more detailed decision letters for victims, explaining their thinking more carefully and increasing transparency offenders submit to life sentences, indeterminate sentences and certain recall cases are all subject to the parole process, meaning their release must be directed by the Parole Board.
