Financial Fraudster News Investigations has seen evidence that alleged rogue CPS senior prosecutor is further accused of obstructing justice to protect a criminal associate.
A shocking investigation by Financial Fraudster News has uncovered disturbing allegations of high-level corruption and a blatant attempt to subvert the course of justice within the UK's Crown Prosecution Service (CPS). The evidence points to a senior CPS lawyer, Andrew Sarkany of Thames and Chiltern CPS, allegedly abusing his position to protect a known criminal, Stephen Flattery, from prosecution.
The case revolves around a long-running and complex dispute concerning the property at 54 Woolgrove Road, Hitchin, Hertfordshire. Stephen Flattery, described as the head of a Hitchin-based Organised Crime Group (OCG), is accused of a string of offenses, including fraud, forgery, and criminal trespass.
Private Prosecution Blocked
Tuscany 1980 Trust (BVI) initiated a private prosecution against Flattery, but this was derailed in highly suspicious circumstances. Financial Fraudster News Investigations has learned that the CPS, under the direction of Andrew Sarkany, intervened in the private prosecution, a move described as "procedural impropriety, illegality and irrationality" by Tuscany 1980 Trust.
The decision to take over the case and then declare "no case to answer" for Flattery, despite what is described as "overwhelming evidence" against him, has raised serious questions about Sarkany's motives and the integrity of the CPS.
Sarkany's Alleged Conflict of Interest
This publication's investigation reveals that the decision by the CPS to replace the private prosecutor was, in part, due to the report of harassment by Hertfordshire Police Constabulary officers, namely serving police officers, Anna Luxon and Sian Beames, to the Crown Court at Peterborough which led to the Judge requesting that Thames Chiltern and Crown Prosecution Service do take part in proceedings.
It is alleged that a serving police officer DS Anna Luxon prejudiced Westminster Magistrates’ Court to appear with Mr Flattery during arraignment proceedings acting as a pseudo-solicitor and to approach the Magistrate and to induce the remittance of proceedings to the Crown Court at Peterborough under the auspice of Thames and Chiltern Crown Prosecution Service.
Further investigation has revealed a deeply troubling connection: the same Andrew Sarkany regulated by the Solicitors' Regulation Authority, who authorised the decision not to prosecute Flattery, is alleged to have:
- Knowingly handled stolen property directly linked to Flattery's criminal activities
- Used this stolen property as evidence in a separate case, R v Gayle Childs.
- Attempted to use his position as a Senior CPS lawyer to re-litigate a settled civil judgment confirming Cheryl Plummer LP as the lawful owner of the disputed property.
- The stolen property in question consists of postal packages intercepted, opened, and decanted by Flattery, a clear violation of the Postal Services Act 2000.
A Cover-Up to Protect the Corrupt?
The implications of these findings are explosive. A senior CPS lawyer, Andrew Sarkany, is alleged to be:
- Criminally linked to Flattery through the handling of stolen property.
- Using his position to undermine legitimate legal proceedings.
- Shielding Flattery from prosecution.
The article further alleges that Flattery, with the aid of a stooge, namely John Dolan, who lived at 63 Woolgrove Road, Hitchin, registered a business called Shearson Lemond Ltd at the address to commit a £250,000 property loan fraud obtained from Heritage Trust (Cayman Islands) using 54, Woolgrove Road, Hitchin, Hertfordshire as collateral supported by fraudulent valuation reports and a host of false documents. The OCG made fraudulent submissions to HM Land Registry in an attempt to prove ownership of the property.
The offending continued, Flattery teamed up with alleged corrupt policemen Detective Constable David Quinn both oblivious to the Law of Property Act 1925 of the property's true owners to conspire to sell 54, Woolgrove Road, Hitchin, Hertfordshire.
Flattery now confident of his fraud moved into the property using a bogus Assured Shorthold Tenancy agreement dated 14 January 2019 as cover crudely manufactured partly by hand with spelling mistakes, pages missing, tenure dates that render the AST null and void and witnessed by Odette Trimble, Flattery's mother with John Dolan pretending to be the landlord.
Detective Constable David Quinn ignored the document showing a lack of professional curiosity. Flattery made a series of representations in a witness statement dated 13 October 2022 that he invested £40-£50,000 in the property as a tenant and stating he only met John Dolan in February 2020 to contrary to the bogus AST.
Cheryl Plummer (International) LLC a USA registered corporation the lawful owner of the Property through its UK registered subsidiary Cheryl Plummer LP.
Cheryl Plummer LP brought High Court civil proceedings which have already found Stephen Flattery liable for lost rental income and granted a writ of possession for his removal from 54, Woolgrove Road, Hitchin.
Flattery aided and abetted by Hertfordshire Police Constabulary misled Master Davidson sitting in the High Court King's Bench to grant a stay of execution of the writ in a crude attempt to pervert the course of justice.
The private prosecution pursued by Tuscany 1980 Trust was remitted from Westminster Magistrates' court to Cambridge Court Court on intervention by alleged corrupt Hertfordshire Police Constabulary officers and is believed to have been handed to alleged corrupt Chiltern and Herts CPS senior Lawyer Andrew Sarkany in an abuse of office and obstruction of justice to prevent evidence being used in the Cheryl Plummer (International) LLC employee case that has seen the Crown Prosecution Service (CPS) lawyer Andrew Sarkany linked to Stephen Flattery and is alleged to be fully aware that evidence being relied upon in a criminal prosecution against Cheryl Plummer (International) LLC employee while executing his duties for the company under contract that originates from Stephen Flattery, who stole the contents of a mail package sent to 54, Woolgrove Road, Hitchin, Hertfordshire.
The stolen contents relate to a civil action between Whiting Timmis and Partners LP and Cheryl Plummer LP. Whiting Timmis and Partners LP is a subsidiary of Cheryl Plummer LP, the owner of 54, Woolgrove Road, Hitchin.
These actions, if proven, point to a brazen attempt to manipulate the legal system and shield a criminal from facing justice.
Victims Demand Action
The victims in this case, including Cheryl Plummer (International) LLC, are demanding answers. They are preparing to file a formal complaint with the District Attorney of Sheridan, Wyoming, USA, and are considering all legal options, including extradition applications, against those deemed complicit in this alleged cover-up.
Tuscany 1980 Trust is seeking a judicial review, to ensure their private prosecution of Stephen Flattery is allowed to proceed.
