Financial Fraudster News investigations have seen Civil Court documents that reveal the extent of fraud and perverting the course of public justice by rogue elements of Hertfordshire Police Constabulary.
It is alleged that Detective Constable David Quinn at the relevant time and employed by Herts Police force made a series of false statements in a Witness Statement with the intent to pervert the course of public justice and to implicate an innocent man accused of fraud and perverting the course of public justice and in an attempt to ensure the man was brought to Court on the same evidence.
Financial Fraudster News investigations reported widely on a Herts Police investigation and has spoken to officials of several companies linked to an alleged fraud involving an employee of a private equity company and UK subsidiary of US company Cheryl Plummer (International) LLC owner of the Woolgrove Road property in Hitchin, Hertfordshire.
Despite Cheryl Plummer LP’s lawful ownership of the Woolgrove Road property currently occupied by criminal trespasser Stephen Flattery, a known close associate of DC David Quinn who accompanied Mr Flattery at a possession hearing brought by Cheryl Plummer LP’s predecessor Tuscany Trust a BVI Trust Company whose UK subsidiary brought the relevant proceedings.
Moreover, following assignment of the lawful ownership of the Woolgrove Road property, Cheryl Plummer LP a subsidiary of its US parent company in 2023 obtained a Possession Order to remove the criminal trespasser. Execution of the Order is being carried out by the High Court Enforcement Officers.
Financial Fraudster News investigations can reveal that DC David Quinn’s Witness Statement is alleged to have fraudulently manipulated a Civil Court Judge, District Judge Waring sitting at County Court at Luton whose Order dated 28th May 2021, and without regard to the law deliberately in a premediated manner, reported in a Witness Statement containing falsehoods that DC David Quinn knew were or might be untrue or misleading to cause harm and loss to the unwitting employer of Cheryl Plummer LP believed to have been arrested in relation to the contents in DC Quinn’s Witness Statement.
DC Quinn and Officer in Charge (OIC) DC Sian Beames both currently face an IOPC investigation along with Supervising Officer DS Luxon.
DC Beames and DS Luxon are alleged to have signed off on the bogus Witness Statement made by DC Quinn in order to bring charges against the innocent victim without considering input from the CPS in the overt act in the furtherance of conspiracy to pervert the course of public justice, which has seen an innocent victim, the subject of deleterious conduct by Hertfordshire Police Constabulary.
Hertfordshire Police Constabulary have declined to comment on this article.
